
John Moss

Official Biography
Council Member Moss was re-elected to the City Council in November 2018 for service that began in 2011. He served three prior terms on the City Council, as the Kempsville Borough representative (1986-1990) and as an at large member (1992-1995 and 2015-2018). Mr. Moss retired as the director of the Submarine Program Requirements and Warfare Development for Commander Submarine Forces after 41 years of service in August of 2020. He was awarded the Distinguished Civilian Service Award by the Secretary of the Navy and recognized as the first honorary submariner by Commander Submarine Forces upon his retirement. He is active in Boy Scout Troop 375.
He serves as an honorary member of the BSA Tidewater Council Board of Directors. Mr. Moss is a graduate of Princess Anne High School, Virginia Tech, Old Dominion University and the Naval War College, as well as the Senior Federal Fellows Program, John F. Kennedy School of Government, Harvard University. He currently serves as the City Council liaison to 2040 Vision to Action Community Coalition, Atlantic Park Community Development, Authority, Bikeways and Trails Advisory Committee, Deferred Compensation Board, Hampton Roads Planning District Commission, Housing Advisory Board, In-House Pharmacy Exploratory Committee, Military Economic Development Advisory Committee, Oceana Land Use Conformity Committee, Stormwater Appeals Board and Virginia Beach Community Development Corporation. The Moss family resides in the Bayside District, future District Nine. John, Kathy, Thomas and Katie are members of Prince of Peace Lutheran Church.
